Freedom New Mexico Gov. Bill Richardson will be in Clovis on Monday for the groundbreaking on the new Hull Street Bridge. The overpass has been closed to traffic since July 2008. Richardson will speak at 10:30 a.m. on the north side of the Hull Street Bridge.
